Michael R. Moehlman, Executive Director. Mr. Moehlman was appointed Executive Director on March 1, 2001. Mr. Moehlman's primary function is to develop and implement strategies for the effective utilization of the Council's resources. He coordinates, develops and supervises the activities of professional, administrative, and technical personnel to achieve agency goals. He has significant administrative and regional planning experience in a career that spans 31 years. His background includes regional government experience in Evansville, Cincinnati, and Baton Rouge. Mr. Moehlman holds a B.A. in Economics from Thomas More College in Kentucky, and a Master's Degree in Urban and Regional Planning from Virginia Tech.
Bruce Day, Planning Director. (1998) Mr. Day was promoted to his current position in October, 2002. He is now the top assistant to the Executive Director, in charge of coordinating WRPC planning functions including review of local government Comprehensive Plan amendments, Evaluation and Appraisal Reports, EAR Based Amendments, the WRPC Strategic Regional Policy Plan, Developments of Regional Impact (DRIs), and planning assistance to local governments. Mr. Day has over 13 years of significant planning experience in Florida and Georgia. He holds a B.S. degree in Public Recreation Administration and a M.A.U.R.P. from the University of Florida.
Michael Arnold, Senior Planner. (2006) Mr. Arnold coordinates all emergency planning activities and acts as staff to the Local Emergency Planning Committee (LEPC) District 5. Within the emergency management field, tasks include training and exercises, Hazards Analysis, Small Quantity Generator verifications program, Local Mitigation Strategy, Community Wildfire Protection Plan and Hazardous Material Emergency Planning. He also assists local governments in preparing Evaluation and Appraisal Reports (EARs) and EAR Based Amendments and Intergovernmental Coordination Review for grant applications. He is a native Floridian from North Miami Beach. Mr. Arnold holds both a Bachelor's and Master's Degree in Urban and Regional Planning from Florida Atlantic University.
David Connolly, Senior Planner. (2007) Mr. Connolly is the lead planner coordinating review of all Developments of Regional Impact (DRIs). He also administers the council’s Economic Development Administration (EDA) Partnership Planning Grant, which has produced a Comprehensive Economic Development Strategy (CEDS) for the region. Additional activities in the area of economic development include economic impact and fiscal impact assessment as well as assisting Community Redevelopment Agencies (CRAs) around the region implement revitalization strategies. In the area of comprehensive planning, his work focuses on land use, capital improvements, intergovernmental coordination, coastal management, conservation, transportation and infrastructure. Other duties include regional review of power plant or transmission line site certification applications and electric utility 10-year site plans. He has previously held planning positions in Iowa and Illinois. Mr. Connolly holds a Master's Degree in Urban and Regional Planning from the University of Iowa, and he is a member of the American Institute of Certified Planners (AICP).
Lauren Yeatter, Principal Planner. (2009) Ms. Yeatter researches, develops, and analyzes data for a multitude of regional planning projects. She also assists local governments in preparing EAR Based Amendments. She holds a B.S. degree in Agricultural Education & Communication from the University of Florida, and a M.U.R.P. degree from Florida Atlantic University.
B.J. Fowler, Senior Administrative Assistant. (1986) Ms. Fowler provides clerical and administrative support to the professional staff of the Council and maintains the Council's website. She currently serves as recording secretary to the District 5 Local Emergency Planning Committee and the Transportation Disadvantaged Coordinating Board staffed by the WRPC. In 2011, Ms. Fowler was promoted to Senior Administrative Assistant and assumed additional responsibilities to assist the Finance and Office Manager with tasks associated with the operations of the WRPC's financial management system and supply procurement procedures. Her specialties include desktop publishing, document design, and word processing. Ms. Fowler attended Yale University, participating in their work-sponsored continuing education credits program.
Glenda Roberts, Finance and Office Manager. (1980) Ms. Roberts provides administrative support to the Board, Executive Director and professional staff. She also carries out duties that include all aspects of routine accounting, bookkeeping, and property management for the Council including maintaining the agency accounting system and overseeing administration of employee benefits and personnel records. Ms. Roberts also works closely with the Executive Director in annual budget development. She was promoted to Finance and Office Manager in 2011. Ms. Roberts holds an A.S. Degree in Management from Central Florida Community College and is currently taking additional courses at the College of Central Florida.
